<p class="p1">The <a href="https://www.nytimes.com/2021/09/10/world/asia/us-air-strike-drone-kabul-afghanistan-isis.html" target="_blank" rel="noopener">New York Times</a> reported, “A <a href="https://www.nytimes.com/video/world/asia/100000007963596/us-drone-attack-kabul-investigation.html"><span class="s1"> New York Times investigation of video evidence</span></a>, along with interviews with more than a dozen of the driver’s co-workers and family members in <a href="https://www.nytimes.com/2021/09/13/us/politics/pentagon-drone-strike-kabul.html"><span class="s1">Kabul</span></a>, raises doubts about the U.S. version of events, including whether explosives were present in the vehicle, whether the driver had a connection to ISIS, and whether there was a second explosion after the missile struck the car.</p>
<p class="p1">Military officials said they did not know the identity of the car’s driver when the drone fired, but deemed him suspicious because of how they interpreted his activities that day, saying that he possibly visited an <a href="https://www.nytimes.com/2021/10/02/us/politics/isis-mohammed-khalifa-terrorism.html"><span class="s1">ISIS</span></a> safe house and, at one point, loaded what they thought could be explosives into the car.</p>
<p class="p1">Times reporting has identified the driver as Zemari Ahmadi, a longtime worker for a U.S. aid group. The evidence suggests that his travels that day actually involved transporting colleagues to and from work…</p>
<p class="p1">While the U.S. military said the drone strike might have killed three civilians, Times reporting shows that it killed 10, including seven children, in a dense residential block.”</p>

Rand Paul &#8220;questioned Blinken over the identity of the person the Biden administration &#8216;droned&#8217; after reports emerged that <a href="https://nypost.com/2021/09/10/kabul-strike-killed-us-aid-worker-and-family-not-isis-bombers/"><span class="s1">an innocent aid worker and his family were killed</span></a> instead of the intended ISIS-K target.</p>
<p class="p1">The secretary of state told the hearing that the identity of the person was still being reviewed.</p>
<p class="p1">&#8216;So you don’t know or won’t tell us?&#8217; Paul pressed the nation’s top diplomat. &#8216;I don’t, I don’t know, because we’re reviewing it,&#8217; Blinken responded.&#8221;</p>

<p class="p1"><a href="https://theintercept.com/drone-papers/the-kill-chain/" target="_blank" rel="noopener">The Intercept</a> reports, &#8220;Secret military documents obtained by <i>The Intercept</i> offer rare documentary evidence of the process by which the Obama administration creates and acts on its kill list of terror suspects in Yemen and Somalia. The documents offer an unusual glimpse into the decision-making process behind the drone strikes and other operations of the largely covert war, outlining the selection and vetting of targets through the ranks of the military and the White House, culminating in the president’s approval of a 60-day window for lethal action.</p>

<p class="p1">The documents come from <a href="https://theintercept.com/document/2015/10/14/small-footprint-operations-5-13/#page-6"><span class="s1">a Pentagon study</span></a>, circulated in early 2013, evaluating the intelligence and surveillance technology behind the military’s Joint Special Operations Command (JSOC) killing campaign in Yemen and Somalia in 2011 and 2012.</p>
<p class="p1">The study, carried out by the Pentagon’s Intelligence, Surveillance, and Reconnaissance Task Force, illuminates and in some cases contradicts the administration’s public description of a campaign directed at high-level terrorists who pose an imminent threat to the United States. It admits frankly that capturing terrorists is a rare occurrence and hints at the use of so-called signature strikes against unknown individuals exhibiting suspicious behavior.</p>
<p class="p1"><i>The Intercept</i> obtained two versions of the study, a <a href="https://theintercept.com/document/2015/10/14/small-footprint-operations-2-13/"><span class="s1">longer presentation</span></a> dated February 2013, and an <a href="https://theintercept.com/document/2015/10/14/small-footprint-operations-5-13"><span class="s1">executive summary</span></a> from May 2013, which includes a slide showing the chain of command leading to the approval of a lethal strike.&#8221;</p>

<p class="p1"><span class="s1"><a href="https://www.businessinsider.com/us-drone-strike-targeted-aid-worker-killing-10-afghan-civilians-2021-9">Business Insider</a></span> reports, &#8220;The US targeted an aid worker with a drone strike in Kabul, mistakenly believe he was an ISIS-K militant preparing for a terror attack, <a href="https://www.nytimes.com/video/world/asia/100000007963596/us-drone-attack-kabul-investigation.html?playlistId=video/investigations"><span class="s1">according to a New York Times report</span></a>. In the process, the August 29 strike killed 10 Afghan civilians, including seven children.</p>
<p class="p1">The aid worker, Zemari Ahmadi, was also killed by the 20-pound Hellfire missile fired at his car, per the report.</p>
<p class="p1">The US military framed the threat posed by the car as imminent, and defended the drone attack as a <a href="https://www.nytimes.com/2021/09/05/us/politics/military-drone-strike-kabul.html"><span class="s1">&#8216;righteous strike.&#8217;</span></a> Officials said the military believed the car was being packed with explosives for an attack.</p>
<p class="p1">But footage obtained by The New York Times suggests Ahmadi was actually loading the car with water containers for his home.&#8221;</p>
